A ruler requires 2 duchy titles, plus at least 51% (13) of the 25 de jure counties to create France. In addition, a significant amount of gold and piety is required to create France.

Creating France grants the creator 400 prestige.

Unique Mechanics[]

West Francia (requires The Old Gods DLC) - France was born out of the Carolingian Empire, an empire created c. 800 by Charlemagne a.k.a Charles the Great, King of the Franks. If a member of Charlemagne's dynasty, the Karlings, holds France it becomes known as West Francia.
